My driving licence is due for renewal this June. I cannot apply for a renewal online because I do not have a passport. My questions are: Do the DVLA send a timely reminder out about this? Can I renew before I receive a reminder? If the licence is delayed after the renewal date due to the DVLA taking their time, can I still drive without it having been returned?

If you are renewing your driving licence but do not need to renew your driving licence photo you can do so without a valid passport. If this is not the case we would suggest applying by post - if you have not been sent form D46P in the post you can use a D1 form obtainable from a Post Office.

Once you apply for a new licence, you can continue driving while the DVLA is processing yours — as long as you meet the criteria set out by Section 88 of The Road Traffic Act. A driver requires a valid licence to take out car insurance. If your licence has been revoked or suspended by the DVLA then your insurance will most likely be void, but you will need to check this with your insurer (and also inform them of your change in circumstances).

My full uk driving licence was revoked due to medical grounds, i am a diabetic controlled by insulin but i am blind in one eye due to the diabetes, my licence was revoked back in 2000 but DVLA stated that my licence would be valid for ten years, my doctors said it would be very unlikely i would get my licence back but it has been 9 years now ...

"Section 88 of The Road Traffic Act 1988 may allow you to continue driving even though you do not hold a current driving licence. In practice, this will be when you have applied to the DVLA to renew your licence, but the licence expires (runs out) while we are processing the application."
